We are looking for an experienced Consultant to join a well-established practice within ICF that develops, analyses, and evaluates public policies.

The practice works extensively and predominantly for the European Commission (including most Directorates General: ECFIN, FISMA, CONNECT, GROW, RTD, CONNECT, JUST, HOME, etc.) and its agencies. 

We are particularly looking for someone with an interest in working on and managing projects for DG ECFIN, FISMA and the European Investment Bank. Therefore, experience of working in the field of economic and financial affairs (in particular policies aimed at fostering investment, SME support, green and digital transition, financial instruments, and budgetary guarantees) would be preferred.

We are after an intellectually curious and very well organised individual, with an ability to see the many dimensions of a policy problem, manage and work alongside thematic experts and with strong project management skills. Much of our work concerns impact assessments, evaluations, fitness checks and other policy-related studies, so skills in one or more of these areas would be a strong advantage.

What you’ll get to do:

Your main responsibilities will be to:

  • Build relationships with our clients to understand and address their needs
  • Manage and support projects
  • Lead and support proposals, including building teams, developing methodologies and budgets
  • Carry out policy and/or economic research, analysis and evaluations
  • Lead and contribute to delivering high quality research and analysis
  • Learn from peers and more senior members of the team, and support with the development of more junior staff members
  • Support the management of one of our Framework Contracts / client accounts (DG ECFIN)

You will not only be supported by colleagues (line manager, buddy and other team members both within and outside of the practice), but will benefit from the support of centralised functions (such as our business development, pricing, finance, contracts and subcontracts teams) in relation to proposal preparation and execution, and project set-up and monitoring.

What you’ll need to succeed:

You thrive in a fast-paced environment. You have a wide range of interests and are quick to develop a nuanced understanding of complex issues.

Your experience could have been gained supporting research work in government or a regulatory agency, the European Commission, academia, the private sector or the third sector.

You will have:

  • Experience of a minimum of 5 years
  • Expertise in managing and delivering evaluations of public policies/laws and programmes, including the application of innovative approaches to estimation of policy and programme impacts and assessing progress with reforms
  • An interest in and familiarity with the policy areas covered by DG ECFIN, DG FISMA and the EIB (e.g., policies aimed at fostering investment, SME support, green and digital transition, financial instruments, and budgetary guarantees)
  • Strong understanding of qualitative and/or quantitative methods, including statistics and macro- and micro- economic data analysis, ability to conduct semi-structured interviews with stakeholders especially from the economic and financial sector (Ministries of Finance, central banks, banks, financial intermediaries, national /regional promotional banks, investors)
  • Ability to write and communicate with others in excellent English (additional European languages would be an asset)
  • A relevant undergraduate university degree. A degree in economics is an advantage
