MINIMUM DIGITAL FRAMEWORK PROJECT MANAGER

The Trust is currently on an exciting Digital Transformation journey. This is an opportunity for a Project Manager to work as part of Digital Services team on a 18 months fixed term contract, to deliver a range of Digital solutions which underpin the Trust’s Digital Strategy.

Main duties of the job

The post holder will be responsible for the delivery of projects, as allocated by the Minimum Digital Framework (MDF) Programme Manager by following agreed project management frameworks across the Walsall Healthcare NHS Trust (WHT), these initiatives are likely to cross organisational boundaries and across all the agencies Digital Services provides services for.

Coordinating the delivery of initiative capabilities and benefits, together with monitoring their delivery both during and after the initiative has completed.

The remit will mainly be focused on the deployment of the national MDF, and Frontline Digitisation Programme components include and related local initiatives.

The project management role will include the development of all appropriate project documentation including business cases and project plans and will involve working with Clinicians, Executive leads and Health Professionals to support each Walsall Healthcare NHS Trust organisation’s IT Strategies and modernisation agendas.

The post holder will line manage project staff and assigned resources to ensure that delegated projects are successfully deployed to time, budget and quality constraints.

The post holder will provide co-ordination of existing and future development of IT systems and services from a business perspective throughout the health communities of Walsall.

Walsall Healthcare NHS Trust provides integrated acute and community Healthcare in the West Midlands serving a population of 260,000 residents. Walsall Manor Hospital houses the full range of district general hospital services. The £170 million development was completed in 2010 and we are continually upgrading. Construction of the new integrated critical care unit was completed in2018, extension of a Neonatal Unit and brand new, state of the art Emergency Department is in the process of being completed.

Job responsibilities

The post holder will be responsible for the project management of key Digital Technology initiatives across the Walsall Health Economy. These initiatives are likely to cross organisational boundaries and across all the agencies the Directorate provides services for.

The remit will be particularly those projects relating to NHS Digital but will also include local initiatives.

The project management role will include the development of all appropriate project documentation including business cases and project plans and will involve working with Clinicians, Executive leads and Health Professionals to support the organisations Modernisation Agenda.

The post holder may be required to line manage project staff and assigned resources to ensure that delegated projects are successfully deployed to time, budget and quality constraints.

Person Specification

Qualifications

Essential

  • Educated to Degree level or appropriate technical or management qualifications / or working towards.
  • Project Management qualification (e.g. PRINCE2), and familiarity with work package systems.

Experience/Skills

Essential

  • Experience of managing project teams & staff (including clinicians)
  • Experience of managing information systems and IT
  • Experience of support and delivering and IT system and services
  • Extensive proven managerial experience
  • Specialist knowledge of managing complex IT projects and programmes throughout complex multi-site organisations
  • Experience of developing policies and managing varied workloads and associated budgets
  • Implementation of National Initiatives at local level e.g. N3 and NHSMail
  • Knowledge of Business Case Development
  • Budget Management Experience
  • Competent PC User
  • Microsoft Office Professional (inc. browser and email technologies) Microsoft Project
  • Foundation IM&T knowledge base
  • Experience of managing complex workloads
  • Ability to think proactively and problem solve using own initiative
  • Adaptable and able to work both independently and as part of a team with minimal supervision
  • Ability to lead on effective change management and service improvement
