Overview

This replacement post is full-time for a Consultant Virologist to beemployed by a NHS Foundation Trust based in the Virology Laboratory at thehospital in Hampshire. The successful candidate will hold the new consultantcontract with 10 Programmed Activities. The post currently does not involveon-call cover.

The post holder will be responsible with the other ConsultantMicrobiologists and Virologists for a comprehensive, efficient and cost-effectiveclinical virology service to hospitals in the HPS collaboration, the communityGPs and Public Health England.

The post holder must be a registered medical practitioner and holdFull and registration with the GMC with a current licence to practise or beeligible within six months of the date of the Advisory Appointment Committee.Applicants should possess FRCPath or equivalent.

Department

The service aim to provide a highquality patient experience and an excellent place to work for all staff. Theybelieve that the key to improved patient and staff experience is a highquality, efficient and patient centred pathway, in which the patient sees the‘right doctor, first time’.

The Virology laboratory is based at the Hospitaland the Microbiology (bacteriology, mycology, and parasitology) laboratoriesare based at the hospital. The laboratory has undergone “LaboratoryBenchmarking” in addition to a review by the Audit Commission. The departmenttakes part in National External Quality Assurance Schemes (NEQAS) for alllaboratory tests. The laboratory has a well-developed clinical governancestructure comprising research and development, training and education, auditand clinical effectiveness, risk management, health and safety and operationalmanagement.

The following virology is performed at theHospital using two Abbott Architect analysers: Antenatal screening, Hepatitis Bsurface antigen, HB core antibody (IgG and IgM) and Anti-HBs antibody;hepatitis C antibody and antigen; HIV 1 and 2 antibodies; Hepatitis A IgM andIgG; EBV, Toxoplasma and CMV serology; Parvovirus serology; Rubella IgM and IgGand HTLV-1 serology. A DS2 analyser, Liaison analyser, GeneXpert, Vidas andGeneProbe Panther are also used extensively. The Virology department hasrecently taken on CT/NG, MG/TV and HSV/VZV PCR testing as well as testing forrespiratory viruses (influenza A & B, RSV, paraninfluenza virus 1-4,rhinovirus, adenovirus and human metapneumovirus by PCR). CSF HSV1&2, VZVand enterovirus/parechovirus/adenovirus PCR multiplexes are done locally as areviral loads for HIV, HCV and HBV. Further in house serology and moleculartesting is in development.

Laboratory hours:
The Microbiology laboratory operates an extended working day and currently theroutine working hours are –

Weekdays 7 am to 10 pm
Saturdays 9 am to 5pm
Sundays 9am to 5 pm On-call service – 24 hours a day at the Hospitallaboratory.

The Virology laboratory operates duringthe following hours –

Weekdays 7am to 7pm
Saturdays 9am-1pm

General Duties-guideline only· Deliver a high standard, comprehensive virologyservice to the Trusts in the HPS (Hampshire Pathology Service) collaboration group.
· To have made an effective contribution to thedelivery of the Trust’s vision, values and annual strategic objectives.
· Work as defined by the job plan.
· Any changes will be by negotiation and will bereflected in the job plans of the team.
· Be expected to share equally the workload of thedepartment. This includes clinical advice and validation of results for HPS.
· Undertake continuing medical education and in doingso will utilise the study leave entitlement which will be appropriately funded.
· Participate in clinical audit and clinicalgovernance activities of the department and hospitals as appropriate.
· Contribute to clinical business planning for thedepartment and laboratory in liaison with relevant leads.
· Adopt a continuing responsibility for the care ofpatients in their charge and in partnership with other consultant colleaguesworking in the speciality for the proper function of the department.
· Provide prospective cover for colleagues on annualand study leave
· Participate in investigation and control ofoutbreaks
· Engage fully with the care of patients outside thedepartment and provide a prompt opinion on request from consultant colleaguesin other specialties.
· Engage with medical, nursing, management and allrelevant co-workers in the delivery of department objectives: to provideclinical leadership, improve the patient experience; ensure the highest qualityclinical care.
· Actively participate in and support other staffwith education, research, audit and clinical governance activities involving amulti-disciplinary workforce across the department
· Participate in the professional training of thestaff in the department, both medical and nonmedical, and contribute asrequired to teaching sessions for other hospital staff as well as undergraduateand postgraduate staff, including supervision of junior medical staff. Teachingand training will require verification of teaching certification
· Support recruitment, appraisal, development andmentoring activities to a multi-disciplinary, multi-professional team.
· Undertake any other duties appropriate for aconsultant.

Job Plan

Regularjob planning meetings will be undertaken with the post holder to ensure thatthe appointee is remunerated for any additional activities undertaken and thatthe job plan accurately reflects the overall workload undertaken by the postholder.The supporting professional activities (SPAs) allocation within the provisionaljob plan is an illustrative guide and will be finalised following individualagreement with successful candidates. Further discussion on supportingprofessional activities will depend on the Trust’s requirements and theindividual’s particular expertise.

Salary

Thisis as described in the Medical and Dental Terms and Conditions, in line withthe Consultant Contract (2003). The current full time salary scale (as of July2020) ranges from £84,559 – £114,003 a year with eight thresholds.The on call supplement is Category A and attracts a supplement of 5% of basicsalary.

Office AccommodationOffice accommodation will be providedfor the appointee with secretarial support.

Management Responsibility

All Consultants are required to attendthe monthly Directorate Meetings. Post holders will be expected to share in administrativeduties allocated by mutual agreement within the Directorate. As part of theConsultant Team, the consultant  willoffer mentoring support and lead the existing clinical team through, one-to-onesupport, individual case management and complex cases, identifying developmentneeds and suggesting CPD (Continuous Professional Development) opportunitiesand responding to clinical enquiries via e-mail and telephone.

Teaching/Research

The consultant will be required toparticipate in programmes for teaching clinical students, training juniordoctors and in clinical examinations. The post-holder’s contribution toteaching, training and research will be included in the regular job planreview. Teaching will take place during programmed activities and flexibly atother times.

·Toprovide conditions for improved training opportunities in line with nationaland local recommendations arising out of GMC and related requirements·Tosupervise and manage the work of his/her junior medical staff and participate inthe training and development of these staff to the standards required by theRoyal Colleges.

Clinical Governance & Audit

The consultant will participate in clinicalgovernance activities, including clinical audit, clinical effectiveness, riskmanagement, quality improvement activities as required by the Trust, andexternal accrediting bodies. There are 6 half day clinical governance meetingsper annum which substitute regular fixed sessions. There is a weekly consultantmeeting before MDT on Friday to discuss any issues during the week and to planfor next week.

Personal & Professional Development

The post-holder will be required to keephimself/herself fully up-to-date with their relevant area of practice and beable to demonstrate this to the satisfaction of the Trust.

The Trust supports the requirements for continuingprofessional development as laid down by the Royal College of Physicians and iscommitted to providing time and financial support for these activities.

Medical revalidation is the process by which theGeneral Medical Council (GMC) confirms the continuation of a doctor’s licenceto practise in the UK, provides greater assurance to patients, the public,employers and other healthcare professionals that licensed doctors areup-to-date and fit to practise. It is a key component of a range of measuresdesigned to improve the quality of care for patients. 

The Trust supports Royal College guidance onprovision of mentors for new consultants in line with GMC recommendations. Allnewly appointed consultant staff are provided with a list of locally trainedmentors who are available for ongoing support as required.
